A group of terrorists is threatening to unleash a nuclear weapon capable of destroying the entire city. Their demands: one hundred million dollars! With time running out to locate the nuclear warhead missing from Russia, the mayor pays the ransom. But it doesn’t end there, and the Phantom is their best hope at stopping this terrible crisis from destroying millions of lives. Will he be able to do it? Or is this the end of the line for the man in black?
